Summary: Considering the intensification of the dispersed, fragmented and diffuse urbanization of
the territory, expressed, among others, in the adoption of isolated competitive
development strategies, the research faces theoretically and methodologically the
elaboration of a double narrative - historical-structural and morphotypological - based
on the interpretation and in the representation of territorial patrimony with sights to the
elaboration of statutory guidelines for territorial planning. This proposition is linked to
articulating investigations of the thematic triad heritage, territory and planning, and is
developed through a socio-space-time systemic thinking. Its spatial clipping is the
municipality of Aracruz/ES. For, throughout the process of occupation and
transformation, it constituted a territorial identity based on long-term structured heritage
value sediments. The research is justified in the defense of heritage as an instrument
capable of mediating integrated processes oriented towards self-sustainable
development, operated by technical knowledge and social conscience. The patrimonial
inheritance – structural invariance that generates use, maintenance and heritage value
– if taken in accordance with the different cultural, symbolic and economic trajectories
inherent to the territorial context, contributes to the proposition of strategic scenarios. In
that regard, the general objective of the work is to discuss the role of territorial heritage
as a mediator of planning references for local territorial self-government (MAGNAGHI,
2017), from the structuring of statutory rules in two perspectives: a cognitive one,
through production of territorial knowledge; and a normative one, through the indication
of technical-scientific parameters for revision and/or normative production. Specifically,
it aims to (i) generate a database – structuring elements of the territory; (ii) establish
the historical-structural narrative of the municipality; (iii) develop a methodology for
reading and mapping territorial morphotypes; (iv) generate maps of territorial
morphotypes and (v) establish cognitive knowledge and referential normative
parameters for the elaboration of the Statute of places. For this purpose, a qualitativedescriptive and empirical methodology is used, as it seeks to describe the object to
understand it deeply, carried out in two stages developed from the project proposal of
the Italian Territorialist School. The first stage is based on the description and analysis
of the object from the elaboration of the T-D-R Cycle, WHEREupon its historical data will
be researched, such as its formation, evolution and territorial performance,
approaching its historical-structural and morphotypological construction; the second
refers to the elaboration of the Territorial Heritage Atlas, WHERE the unique spatial
components of the territory are represented from the territorial morphotypes. As a
result, the research proposes the elaboration of a Territorial Heritage Framework in
order to establish guidelines and design regulations, containing the description,
interpretation and representation of territorial identity and its relative municipal
invariants, with sights to composing a Territories Statute for a self-sustaining and selfdetermined development.
