Summary: The city of Vitória has been using various instruments of social movements in the management and control of local public policies and programs since the beginning of the 1980s. It is worth mentioning the establishment of sectoral councils, the discussion of the municipal budget, the constitution of technical chambers and project monitoring commissions, among other practices of participatory democracy. The present research has as its theme the performance of popular leaderships in spaces of participation in local management, having arisen from the following hypothesis: although there are numerous instruments of social participation, few are the results perceived by the activists of the popular movements. The research area concerns the Municipality of Vitória, and was developed in four neighborhoods, three of them characterized by the urban planning legislation as Special Zones of Social Interest (ZEIS). Three democratizing experiences of local public management were evaluated: the functioning of the Municipal Council of the Urban Master Plan, whose institution in 1985 marked the beginning of the period of the research, the discussion of the public budget and the constitution of the Resident Commission of Poligonal 2 of project Earth. In order to confirm or revise the hypothesis, a semi-structured face-to-face interview technique was used. Public managers and leaders and members of popular movements were interviewed, residents of the selected urban spaces. The conclusions of the research indicate that the interviewees perceive positive results of social participation in the participative experiences of public management analyzed in the study. The leaders of the popular movement consider that, in recent years, there has been significant attenuation and degradation of the process of discussion of the municipal budget and the Terra project, by unilateral decision of the municipal administration, while observing a decline in popular mobilization in the Capital of Espírito Santo.
