Summary: The latest government action in Brazil to try to resolve, or at least minimize, the problems faced in the housing issue is the ‘Minha Casa Minha Vida’, released in 2009. Designed in partnership between the federal government and some construction companies, it had as goal to shed more than 3 million housing units for families with income from 0 to 10 minimum wages in six years. Soon it became the target of criticism because it contradicted the legal and institutional achievements in the fields of housing and urban development of the country, did not prioritize the families of lower income and directing public housing provision to market rules. This caused numerous impacts in Brazilian cities, mainly related to the location of the enterprises in the territory. This research aims to understand the problem about urban insertion of PMCMV assemblies in the municipality of Vila Velha / ES and discuss their socio-spatial effects. In this way, studies the different contexts, experiences and results of the main actions and social housing programs implemented in Brazil; analyzes the impacts generated by MCMV in other Brazilian cities and also in some municipalities of Grande Vitória; conducts study of the formation and occupation of Vila Velha from the second half of the twentieth century, linking this process with the housing policies implemented. The analyzes carried out in three different areas of the municipality confirmed some problems faced in other Brazilian cities, such as the location of Brand 1 projects in outlying areas, as opposed to the location of the projects of Bands 2 and 3 in more central areas, the saturation of education and health facilities in Terra Vermelha, the real estate valuation of new neighborhoods, among others. It was observed, however, more deficit than absences in the urban infrastructures and in the public equipments. Yet, the Vila Velha municipality acted proactively in an attempt to set the location of the projects, but some flaws in the process prevented from exercising a more active role. Another point refers to PMCMV ‘land knot’ in Vila Velha, which in addition to the price of land, the soil physical quality also determined the locations and profit (or not) of construction companies.
