Summary: This study relates to accessibility promoted by the way, whether roads, railways or rivers and seas, with urban development. The purpose is thus demonstrate that the forms of circular operate on the territory through policies or actions arising out of the mediations of the economy, promotion, or involution of growth or development of a place. It first presents the territorial occupation process in Brazil WHERE the movement was carried by rivers, the sea and trails and roads for traffic on foot or with animals, fact which lasted until the late nineteenth century. From there railways are inserted with these constituting a network, expanding the potential circulation in the country. It identifies that with the introduction of the automobile industry, Brazil opts for road dominance, and many railroads are gone to make way for roads. Examines how changes in these forms of circular acted directly in the localities WHERE they were inserted, developing them or even making them disappear. The municipality of Serra, defined as territorial clipping of the research was presented from its initial occupation, in which the predominant movement was promoted by river and sea. Later it will go through a railroad insertion period in its territory to the establishment of the highway as the main means of circulation. Identifies the Sierra initially developed its occupation on the coast and around the Rio Santa Maria, WHERE occurred the coffee movement produced in Santa Leopoldina region. The passage of the railroad in this region changed the transport of goods and the decline caused by the withdrawal of places like Queimado and Nova Almeida of the local economy, remaining the latter, just as Jesuit heritage resort. The time frame from 1923 to 1973 of the construction of the first access between the country and the capital Victoria to this extension become part of the BR-101, which opened in 1973. The BR-101 redirected urban development to its surroundings constitute one of the most important change agents of the municipality, which since the 1970s has been inserted in the urban and economic context of the great Victory enabling the establishment in its territory of large projects the federal level.
